Familiar or know someone familiar with ITIL or ITSM in a University environment?

I'd like advice about how one might implement ITIL or ITSM best practices in a University environment. I've read the ITIL Service Support and Service Delivery books, and I've found Gartner Group articles and web sites describing how to implement ITIL and ITSM in a corporate environment. Do you have any experience or know anyone with experience implementing ITIL or ITSM best practices within an educational environment?

Are CISSP, CISA and CISM credentials necessary?

Is it important to have CISSP, CISA and CISM information systems and security professionals working in an organisation, and how does the credential coupled with relevant experience play a vital part in the successful governance, management and delivery of key goals that are important to business operations and development?

To put the question another way: what are the consequences if an organisation deliberately chose to ignore credentials such as CISSP, CISA and CISM because they were not interested in the credentials, and hired staff based on CV and interview alone.
